More trains and increased safety
An additional second track will be constructed between Kokkola and Ylivieska in 20112014, after which the entire railway section will be double-track. Simultaneously, the existing track will also be reconstructed. The project will be implemented using the Public-Private Partnership (PPP) model for the first time in the Finnish rail network.
The Public-Private Partnership model is a procurement method in which the contractor is responsible, in addition to the planning and construction work, for the maintenance and funding of the track for a given period. In the Kokkola-Ylivieska project, the Finnish Transport Agency is contemplating to conclude a contract with a 20-30 year term.
According to the master plan drawn up in 2006-2009, the construction costs for the Kokkola-Ylivieska project, will amount to a total of 263 million euro. The total value of the public-private partnership contract is estimated to amount to 660 million euro. The project is part of the upgrading of the Seinäjoki-Oulu railway section.
