During the tendering stage a supplier must send the Finnish Rail Administration a preliminary service plan, a preliminary safety plan and an environmental plan.

In the service plan the supplier must give a comprehensive description of how maintenance work will be performed. The content of the service plan is as follows:

• measures during the preparatory stage
• resources and organization
• planning and steering systems
• management and quality assurance
• performance of maintenance work
• development

The safety plan must describe concretely the supplier's safety management system or other safety procedures, risk management, preparedness in case of an accident or emergency and the supervision of the safety system.

The environmental plan should tell how the supplier has taken environmental requirements into consideration as part of normal maintenance work.
